Remember the "apna amazon" ad campaign? Why can't Whatsapp come up with such a promotion campaign? Whatsapp has a much larger user base in India than "Amazon". If WhatsApp promotes the feature and makes it big, It'll take the market like a storm!
I run a retail business so from my point of view. The biggest blocker is the NCPI’s cap on the user base. Unlike WhatsApp chat I am not sure whether my customer has it or not.

Yes, discovery is a big issue. Not many even know that Whatsapp has a pay feature and for sure having a payment tab on the home page could solve some of the problems.
Somehow I feel customers in India do not care about privacy at all - and hence that argument may only be counted for evolved folks.
I have one question though, I think there is more than what meets the eye.
Don't you think the problem is more internal in some way - that there is a lack of push from Whatsapp itself somewhere - both on the product and marketing side.
For example, what would have stopped FB to do paid ads on Facebook/Instagram or even offline etc to create awareness about the Whatsapp payment product.

From a retailer perspective, connecting Facebook shops to whatsapp pay and publicizing that would be a huge boost
